Eligibility Test (hereinafter referred to as CTET), conducted by the
respondent no.5/CBSE.
3. We may note that ... fourteen petitioners herein who were admittedly not
holding the qualification of CTET, as on 15.06.2012, the cutoff date
for submission of the applications against

qualifications, except that they had not passed Central Teacher Eligibility
Test (CTET) as on the last dates for receipt of applications as notified ... 3402/2016, solely on the
ground of "CTET after cut off date" (emphasis supplied). They,
however, acquired the CTET qualification in the years
provisionally selected candidates. The applicant was
required to give clarification regarding her CTET subjects.
The applicant appeared in the Board premises and
clarified the deficiencies ... applicant was cancelled,
according to the applicant, arbitrarily mentioning that
„CTET‟ not qualified in the concerned Teaching subject as
per CBSE norms. This rejection
aside the impugned
advertisement (Annexure A-1) which specifies
clearance of CTET Exam which is not
conducted since 2016 observing that the
applicant is entitled ... Central Government, Respondent No.2 herein
thereby seeking relaxation in the CTET
qualification for the post of Primary Teacher in
favour of applicant and further
qualification approved by Rehabilitation Council of
India.
ii) Central Teacher Eligibility Test (CTET) conducted by Central

Board of Secondary Education ... category and they are from
outside Delhi. They had acquired CTET qualification as OBC
candidates in their respective States.
2.3 As per the criteria prescribed
Directorate of Education
has been rejected on the ground "CTET" - after cut off date;
(ii) Declare that the applicant/candidate is duly eligible ... satisfy all the requisite qualifications, including CTET qualification,
for the post of Trained Graduate Teacher (TGT) in Directorate of
Education as per the Recruitment Rules
Education (CBSE) that they are not conducting the
Central Teacher Eligibility Test (CTET) in the later part of
2016, entire year of 2017 and half ... impugned action on the part of the respondents in not relaxing
the CTET qualification for appointment on the teaching posts
as notified vide advertisement
following reliefs:-
"(a) to quash relevant
portion/instructions/details prescribing
CTET as mandatory qualification for the
post of Teacher (Primary) in post code ... direct the respondents to
grant relaxation of CTET to the applicants
for the post of Teacher (Primary) in post of
Teacher (Primary) in post code
Central Government, Respondent No.2 herein thereby seeking
relaxation in the CTET qualification for the post of Primary Teacher
in favour of applicants and further ... thereby directing the respondent no.2 to consider
and grant relaxation in CTET qualification for the above said post.
