issued a circular called Circular No.67 dated 03.11.2011, where
the procedure was prescribed to deal with ... withdrawn. The relevant portion of the order in the circular
dated 20.10.2017, withdrawing the circular 67 reads thus:

No.67 dated 03.11.2011 and Section 82 of the Registration Act, 1908.
