India Services (Death-cum-Retirement Benefits) Rules 1958 ('the AIS
(DRB) Rules' for short) which reads as under:

Thiru.K.Ravichandran (Theralunthur), as
their names do not figure in the DRB selection list and also to initiate
disciplinary action against the persons responsible ... obtained
the selection order from Thiru.N.Chandrasekaran, the Joint Registrar /
Chairman DRB, Nagapattinam on 05.03.2013. It is pertinent to mention here
that Thiru
Thiru.K.Ravichandran (Theralunthur),
as their names do not figure in the DRB selection list and also to initiate
disciplinary action against the persons responsible ... petitioner, and written defence deserve no merit for consideration. Further, the
DRB Chairman, who had issued the selection order, had retired on 28.02.2013,
but issued

of the order Ref. No: Dava Sankya : DRB- 1/MD/05/2010-11
dated 17-01-2011 and recall ... passed by the Deputy Registrar of
Co-operative Societies in Dispute No: DRB-1/MD/05/2010- 11
dated 17-01-2011 vide Annexure
dated 03.01.2022, requesting therein for referring the
matter to Dispute Resolution Board (DRB) as contemplated in condition 71 of
IAFW -2249, which request ... dated 08th February, 2022 and reiterated the issue
to be referred to DRB and has stated that the petitioner has rightly invoked the
provisions
onwards, the applicant sought formation of
a Dispute Review Expert/Board (DRE/DRB) as required by
Appendix-B of the contract, but JDA failed ... failures. Despite assurances during a
meeting on 26th December 2022, no DRE/DRB was formed.
2.9. Consequently, the applicant invoked arbitration as per
