Thereafter, the Government Order was issued on 03.10.1990 defining Ex-Servicemen stating therein that the Rules ... entitle to gratuity, is an ex-serviceman.
There is no other law of the State which defines an ex-servicemen.
The petitioner undoubtedly had served
objected to ex-personnel of the Border Security Force being described as ex-
