consideration. The last reason for the same is the rule 160 GFR which
does not permit any fresh bidding and rule 161 which provides
GFR, 2017.
19. He also submitted that, Rule 160 of the GFR, 2017 (as amended up to
31.07.2024) mandates that all procurements shall be processed ... fall within any of the
recognized exceptions contemplated under Rule 160 of the GFR, 2017.
Therefore, the stipulation permitting and requiring submission of bids

terms and conditions of NIT Guidelines issued by the CVC and GFR 160 without having obtained the prior approval of the Finance Department. The Principal
