2. The accused, two in number, and the deceased
were migrant labourers, natives of Odisha who were
working and living together. Admittedly, there ... another person, also a migrant labourer from the very
same State, living along with them. The deceased was
found stabbed and hacked, in his living
railways. He further submits that registrations of
migrant workers are being done and a list of migrant
labourers have been prepared by the State ... submits that apart from receiving migrants from other
States special trains are also operated for sending
migrant labourers from State of Uttar Pradesh and more
while taking cognizance of the news item
referring to detaining of migrant labours and it is
expected of the State authorities and other respondents ... Covid-19 pandemic
and more particularly, difficulties being faced by

9. My attention was invited to the Government
Resolution dated 29th March
welfare schemes put in place for migrant workers
which will be published so that migrant labourers
may access the schemes.
[2.0] After having heard learned ... miseries of migrant workers regarding transportation of
stranded migrant workers and providing dry ration as well as
cooked meals to the stranded migrant workers
aggrieved with the
occupation of the nearby premises by the migrant labourers, far
in excess of the capacity of the building and the abysmal
conditions ... migrant labourers are involved. The exodus of such labourers
into the State cannot be wished away. While highlighting the
criminal acts of such migrant labourers
directions of the Central Government is
rendering substantial help to the migrant labour and the labour, who are on

and despite the summer, this Court notices that hundreds of migrant labours
with their children and baggage are walking on the National Highways
respectfully submitted that most of the migrant
labourers are working in organized sectors and their respective
employers/contractors are under legal obligation to provide
adequate ... Rules, so as to
ensure convenient shelter for the said interstate migrant labourers
who are engaged by various establishments.
4. It is humbly submitted that
instant writ petitions in public interest for
redressal of grievances of migrant labourers in different parts of
the country.
