of Expenditure, who have clarified the matter as follows:-
"....Non-functional upgradation to the grade ... under ACP will not be entitled to the benefit of
further non-functional upgradation to the pre-revised pay scale
four years in the said grade
they should have been given Non-Functional Upgradation (NFU) to
GP Rs. 5400/- in terms of CBEC Circular ... year on 1.1.2006 or
earlier, he will be given the non-functional upgradation with effect
from 1.1.2006 and if the officer completes 4-year

Scheme. In other words, the respondents are of the view
that the respondents department
issued order dated 18.06.2018, for grant of Non Functional
Upgradation (NFU) to the official on completion of four years ... instant OA with
prayer to declare that he is entitled to Non-Functional Upgradation
(NFU in short) Grade
came into effect from 01.01.2016 stating inter alia for grant of
financial upgradation (NFU) after completion of four years of
service in the grade ... instant OA with prayer to declare
that he is entitled to Non-Functional Upgradation (NFU in short)
Grade
that the respondents department
issued order dated 18.06.2018, for grant of Non Functional
