Refusal of passport, travel documents etc. (1)
Subject to the other provisions of this Act, the passport
authority shall refuse to make an endorsement ... passport
yet despite acquitted in a criminal case for reason of
pendency of an appeal there against, the issue of
passport can be refused
April, 1996 wherein the passport authority intimated to the petitioner that passport could not be issued to him as the passport authority has received information ... passport, then the passport shall be issued for the period of travel abroad specified in the order.
(b) any passport issued in terms
application and refuse to make an endorsement in respect of the other country or countries; or
(c) refuse to issue the passport or travel document ... Refusal of passports, travel documents. etc.-

Passports are refused only on the basis of
very clear and definite reports from
Passports Act,
it is provided that in case a passport is issued with an endorsement or
is refused, the passport officer is obliged to record ... Passports Act, which reads
"Subject to the other provisions of this Act, the passport authority shall
refuse .... .... ....". He submits that apart from
Section 6 of the Passport Act, 1967 which deals with grounds on which passport can be refused was not discussed at all. This Court ... could be refused passport only on the grounds enumerated in Section 6 of the Passport Act and passport could not be refused only
application and refuse to make an endorsement in respect of the other country or countries; or
(C)refuse to issue the passport or travel document ... discretion with the executive in the matter of issuing or refusing passport being unchannelled and arbitrary, it was plainly violative of Article 14 and hence
valid reasons, these facilities were refused to him. The petitioner preferred an appeal from this refusal to the Chief Passport Officer praying for recommendation ... passport to the petitioner on his application. The passport is really issued at the pleasure of the President of India and refusal to grant
impounding of a passport. A person's
passport cannot be detained or impounded without a valid statutory
order under the Passport ... there is no adverse
report against the passport holder, the extension of the passport
cannot be refused on any pretext.
16.In the present case
