Briefly stated, the facts of the case are that the petitioner
was issued passport No. M1654955 by Regional Passport Officer,
Regional Passport Office, Jalandhar ... violative of Article 14 of the
Constitution and hence the order refusing passport to
the petitioner was also invalid under that Article.

3.It may be noted that applicants may be refused
passports only on grounds mentioned under Section ... passports Act, 1967. Section 6 (2) (f) of the Act
states that the passport authority shall refuse to issue a
passport or travel document
