that, subject to the other provisions of the Act, the
passport authority shall refuse to make an

endorsement for visiting any foreign country included ... that an airline crew
ought, at least, to possess a valid passport.
Thus, refusal to issue a 'no objection' and,
consequentially, a passport
issuance of the passport, as the petitioner might leave the country by
changing his name with the re-issued passport.
6. The Office Memorandum ... passport,
the direction of the Regional Passport Authority to approach the concerned
court and returning his application was illegal.
