an ad hoc or temporary employee should not be replaced by
another ad hoc or temporary employee ... kept in a temporary or ad hoc status for long. Where
a temporary or ad hoc appointment is continued for long the
court presumes that
post on an ad hoc basis for
six months. Later Government issued orders continuing these ad hoc/stop gap
appointments till regularisation. This was done ... ad hoc/stop gap promotion beyond six
months and the Government could not have continued the ad hoc/stop gap
promotion till regularisation without consulting
