the period of RTP of the applicant. It was also written in this letter
that ... which the said authority stated that the proposal of
regularization of the RTP services of the applicant w.e.f. 18.07.1983
to 15.09.1987 being sent

stated that the applicants were initially selected as Reserve
Trained Pool (RTP) as Postal Assistant vide order dated
18.3.1983. They were allotted Varanasi Division ... going to retire shortly.
3.1 The respondents have further averred that RTP scheme
came into introduced in the year 1980 and according to the
scheme
given regular pay scale w.e.f. 30.06.1987. However, his
services as RTP before regularization, have not been counted by the
respondents for any service ... Post Master, Zamania and other posts, but his initial
service as RTP prior to regularization has not been counted for service
benefits. Some similarly situated
contend that Scientific
Cadre has been kept exempt from Rotational Transfer Policy
(RTP) under Ministry of Defence letters dated 24.11.2016 and
10.02.2017. They submit that ... which it has been decided as below:-
"New RTP relating to not holding of DPCs, not identifying sensitive
and non sensitive posts, presumptive cost
applicants, in brief, is that they were initially
engaged as RTP Postal Assistants and had rendered continuous
service for about five years without any break ... applicants submits that the applicants
had worked continuously under the RTP scheme and their subsequent
regularization was only a formal recognition of the services already
vide the SSPOs Varanasi East
memo No.132/15-3/RTP/83 dated 18.03.1983. Thereafter, the said
Sri Biggan Ram had been appointed and posted ... Assistant cadre vide the SSPOs Varanasi memo
No.B-2/15-3/RTP/Varanasi dated 30.06.1998 with the direction that
the said Sri Biggan
vide the SSPOs Varanasi East
memo No.132/15-3/RTP/83 dated 18.03.1983. Thereafter, the said
Sri Biggan Ram had been appointed and posted ... Assistant cadre vide the SSPOs Varanasi memo
No.B-2/15-3/RTP/Varanasi dated 30.06.1998 with the direction that
the said Sri Biggan
same is arbitrary,
non-speaking and contrary to the Rotational Transfer Policy
(RTP) of DGQA. Being aggrieved by the said orders, the
applicant has filed ... sensitive post is impermissible under the
policy dated 07.03.1988. Further, the revised RTP dated
24.11.2016 and subsequent clarifications exempt the
scientific cadre, and mandate that
