"1. After the surplus staff has been identified, its redeployment may be
considered within the same language area in the zone ... matter may be taken up with HO : Personnel Division for the redeployment of
such staff in the same language area of nearby zones
that the following norms would be followed in respect of (A) 'Redeployment Transfer' (B) 'General/Rotation Transfer'.
(A) Redeployment Transfer ... Unit.
(iii) The following categories of staff, however, are exempted from such redeployment transfer:
(a) Lady staff
(b) Staff members who have crossed
sister GIPs details of their surplus employees who
could be transferred or redeployed to the other sister Presses by 15.7.2007
and more importantly, advertised posts ... filled up by direct
recruitment and 578 posts to be filled by redeployment)
(ii) Revival and filling up of 464 vacant posts; and
(iii) Retention
been actually put on surplus roll and are now sought to be redeployed and in some such cases at the fag end of their career ... either in the parent organization or in the organization they will be redeployed at a later date.
4. In the pleadings made
closure of the Government of India Press at Coimbatore resulting
in their redeployment in the Government of India Press, Nashik, has
been rejected ... that the petitioners have an all
India transfer liability and that the redeployment is pursuant to a
decision taken by the Union Cabinet to merge
Ganesan and S.Ramasamy of 'AGROFED', to the redeployment was considered
as per G.O.(2D) No.78, Animal Husbandry and Fisheries Department ... Industrial Disputes Act, 1947 . Therefore, he cannot
obtain a relief either of redeployment or his termination order being set
aside under the Industrial Disputes
further directed therein that new appointments should be made by adopting the
redeployment.
5. Contrary to the above norms, the Board engaged the second respondent ... strength, such
appointment is bad as the same was not made through redeployment as
contemplated by various directions and circulars issued by the Registrar
sought for a direction to grant
relaxation of the Rules for redeploying them. This Court, vide order,
dated 17.12.2009, issued directions to the respondents, stating ... duty
was cast upon the Tamil Nadu Textile Corporation to redeploy them by
getting appropriate approval from the State Government. At that stage
Undertakings (PSUs), and Autonomous Bodies by creating
supernumerary posts for redeployment. Pursuant to the same,
the petitioners and the surplus employees of M/s.Hyderabad ... Allwyn Limited were redeployed to the erstwhile APSEB in
supernumerary posts and they were continued in the same pay
scales and in the very same
scale of pay received before redeployment.
