thus entire rotation is affected due to illegal action of
rotation of enumeration blocks. There are illegalities in the rotation and
reservation seats ... about
reservation of seats. Section 5-A(1)(b) provides reservation of seats of
SC and ST candidates. Section 5-A reads thus:

Explanation.- For the removal of doubts it is

rule restricts
only one reservation per block, by rotation, whereas
PESA neither recommends rotation nor reservation of only
one seat per block, which may cause ... population
ratio and by rotation,

allotted by rotation to different electoral
divisions/colleges.".
