1. The question raised is whether for the drivers having licence to
drive light motor vehicles there is a necessity of obtaining endorsement ... provision is extracted hereinbelow :

compensation from him.
Further, the driver of the Tractor was also having valid driving
licence issued by the concerned Authority to drive the Tractor.

negligence is on the part of the driver of the offending Tractor

that the owner
because a trailer was attached to the tractor and
the tractor was used for carrying goods, the licence to
drive a tractor becomes ineffective ... itself does not
make that tractor or motor vehicle a transport vehicle. The
tractor or motor vehicle remains a tractor or motor
vehicle
