grave in nature and it is a clearly case of a terrorist Act. Therefore, no sympathy of any sort ought to have been shown ... terrorizing the people. Credible evidence proves it to be a terrorist act. The explosion of a large number of live bombs is a clear indication
punishments and measures for coping with terrorist and disruptive activities. It lays down that :
"Punishment for terrorist acts :
(1) Whoever with intent to overawe ... person to do or abstain from doing any act, commits a terrorist act."
10. Section 3(2) provides that whoever commits a terrorist act
conspiracy alleged is to inter alia commit terrorist acts or to commit preparatory acts towards terrorist acts to threaten the unity, integrity, security or sovereignty ... aiding and abetting each other to commit terrorist acts or acts preparatory to terrorist acts in or around Mumbai by use of bombs, dynamites, other
suspicious conversation between them indicating a
conspiracy to carry out a terrorist act. On scanning of IMEIs of
mobile handsets on which the aforesaid mobile ... that his organisation is planning to give effect to a
terrorist act in Delhi and the neighbouring states and for that
purpose and to keep
anticipatory bail in the 2002 Act, and the Code of
Criminal Procedure applying to offences under the 2002 Act, it

8. Section 20(7) of the Terrorists and Disruptive
Activities (Prevention) Act, 1987 came for consideration
