Article 19(1)(a) grants citizens the right to freely express their thoughts, opinions, and ideas. This includes the freedom to express oneself through speech
prevention of disorder of a grave nature, a disorder
which the authorities thought was necessary to prevent in
view of the emergent situation created ... power.
If the order passed by him showed that he thought his powers
were more extensive than they actually were, the order might
fail
secure to all its citizens: JUSTICE, social, economic and political; LIBERTY of thought, expression, belief, faith and worship; EQUALITY of status and of opportunity
