that the MCI wrote, regarding the petitioners
application, to the Central Government that, as the application was
incomplete, for want of grant of consent ... make the application. It,
thus, clearly follows that on the date of application i.e. 8-8-
2012, the application was incomplete. As per Regulation
failed to fulfill
the requirements of the essentiality certificate, the application would
be incomplete and would be rejected, prima facie, would seem to refer ... application, submitted by the petitioner, it is found that the necessary
requirement of an essentiality certificate was lacking, the application
would be treated as incomplete
needs to be strictly adhered to and an
admission on the belated application i.e. after the expiry
of last date must not be granted ... candidates

7. I am also inclined to accept the respondent
advertisement and was, therefore, in the nature of an
incomplete application.
11. Aggrieved thereby, Respondent 1 approached the Tribunal. The
Tribunal has set aside
applicant to pay the processing fees, the time of submission of the
application and Regulation 7 set out the manner in which the
applications would ... case an application is not complete, all
