in employment over direct recruits,
is still in force as on date ... senior to

between the trained apprentices,
preference shall be given to

1961 . The relevant principles are as follows :
(i) Other things being equal, a trained apprentice should be given

5. A question ... after the competitive test, any apprentice trainee gets equal marks than a non-apprentice candidate, then only preference is to be given to the said
trained apprentices giving the preference, ignoring the age bar and giving them preference over the candidates who are not trained apprentices.
4. When the matter ... different procedure for apprentice trainees only. The apprentice trainees would, at the best, after competing in examinations, be entitled to the preference to the extent
into consideration:-
"(1) Other things being equal, a trained apprentice should be given preference over direct recruits.

13. Insofar as the cases
Perambur and ICF are different establishments. ICF by itself trains Apprentices under the Apprentices Act . The guidelines laid down by the Supreme Court ... done in the past or at least give definite preference to the Apprentices, by shortlisting the candidates for selection. 313 candidates who do not possess
their training:
(1) Other things being equal, a trained apprentice should be given preference over direct recruits.
(2) For this, a trainee would ... senior to the persons trained later. In between the trained apprentices, preference shall be given to those who are senior."
