apprentices other than those governed by the Apprentice

stated that
on 26.10.1982, the applicant was appointed as Apprentice
Mechanic on stipend pay scale of Rs. 380-392. The applicant
was appointed as Chargeman ... that applicant had joined in Railway service on
26.10.1982 as Apprentice Mechanic on stipend pay scale Rs.

medical test. Contrary to the
respondents' contention that they were apprentices
receiving stipends, the applicants were granted regular
pay scales from the date
apprentices;
Section 13. Payment to apprentices.--(1) The employer shall pay to
every apprentice during the period of apprenticeship training such
stipend at a rate ... category of apprentices under which such apprentice falls,
whichever is higher,] as may be specified in the contract of
apprenticeship and the stipend so specified
