complaint was filed in the Court after due investigations ... behalf of the appellant has

been detected, both by the Public Analyst as well

8. Aggrieved
Public Analyst, who reported that the sample was
adulterated with Argemone oil and was having
saponification value more than the prescribed limit ... gave the Certificate dated 10.11.1998 that the sample was
strongly positive for argemone oil and was, thus,
adulterated.

3. After completion of the investigation, complaint
was filed and the accused was summoned ... reported the same to be adulterated
on account of the presence of Argemone Oil. However, the
notification banning the presence of Argemone Oil in Rath
provided in A.18.06, the foodgrain was to be free from
argemone maxicana and kesari in any form and also from added
colouring matter
under PFA rules, however,
the remnants of the bottle tested positive for argemone oil which is

injurious ... petitioner who
had adulterated the mustard oil on account of presence of
argemone oil. It has been contended by the learned senior
counsel
opined that the mustard oil is adulterated, on
account of presence of argemone oil, which is responsible

250° C Test for argemone oil shall be negative. However, it may
