275. Grants from the Union to certain States
(1) Such sums as Parliament may by law provide shall ... Constitution (Twenty-Two Amendment) Act, 1969,the 22nd Amendment amended article 275 in regard to sums and grants payable to the autonomous State
executive powers are clearly spelt out in Article 73.
As per Articles 280 and 275 , it is the Finance Commission
which is an independent body ... Article 282 will have
to be construed in a wider sense and it is not
subject to any Article especially Article 275.
