when he was 21 years old. Due to the ban on recruitment imposed by the 1st respondent, between 29.11.2001 to 17.07.2006, there was no recruitment ... youth, and those in service, during the ban period, and affected by the ban order, on recruitment. Even as per the case of the petitioners
recommendation of the Third Pay Commission the first
respondent may ban direct recruitment as has been done by
the CPWD. The Director in the Office ... recommendations of the Third Pay Commission, respondent 1
may ban direct recruitment as has been done by the CPWD was
not written in accordance with
vacancies by promotion, was exempt
from the instructions relating to ban on recruitment, to the following effect.
“…..Central Board of Excise & Customs has since ... AP21 is a judgment, where the government issued an order,
banning recruitment. Stop gap, ad-hoc promotions were given, to many
employees, in 1974; they
respondent company to violate its policy decision imposing ban on recruitment. Ban on recruitment is not complete. Ban is exempted from operation in 'medical ... compassionate ground invoking this exemption and without violating the policy banning recruitment.
15. There is also no merit in the second contention put forth
Rule 10(a)(i)(l) appointed during
the period of the ban on recruitment and to appoint direct recruits of 1978
batch and until then ... made during ban period and
remained in service for long period. In this case, there is no ban on
recruitment and the appellants were eligible
candidate on
compassionate grounds would not be affected by (a) a
ban on recruitment or (b) staffng pattern having been
undertaken by the Government ... treated as being a vacancy to
be affected by a ban on recruitment.
7. These are two peculiar cases before us and in the
above
respondent, vide proceedings, dated
23.11.2002, communicated that in view of the ban on recruitment,
the petitioner's mother's application could ... that they were under
the impression that after lifting the ban on recruitment, the
respondents will consider and appoint the petitioner's mother
ban
of recruitment from November 2001 and there was no
recruitment for five years.

said appointments were regular appointment, but on account of prevailing ban on fresh recruitment, the regular appointment orders could not be issued at that time ... applicable in the present case as after the lifting of ban on recruitment by the State Government the appellants were duty bound to issue necessary
Manipur on 6th November, 1999 had issued another order banning the direct recruitment and declaration on result of DPC for promotions. The order stated that ... orders in public interest and there will be a complete ban on direct recruitment and that the result of DPC, if not declared
