awarded to him in his APAR, and communicated to him through ... grading in the ACRs/APARs, came as a shock to him,
because he had been graded only as 'Good', but the Benchmark
promotion/financial upgradation to the
grade of E-8, which is a Non-Functional Grade (NFG). The

requested for upgrading the below benchmark grading for the

benchmark gradings in her ACRs. Representation of the applicant has
