following directions were made:-
2. There is an office report that CARA is already served with the
above order. However so far, on behalf ... CARA nothing is placed on
record. The Court is thus unable to proceed with the matter. In the
aforesaid situation, there is no alternative
December 2019, the Court had passed an order seeking
clarification from CARA which reads thus:-
" SWTI, Bal Vikas-petitioner is before this Court with ... mail dated 28 June 2019
addressed by the petitioner to CARA which reads thus:-
"We have just been able to access the file
State Government as also by the Central Adoption Resource
Authority (CARA), New Delhi, is before the Court along with
Mr.Robert Dwayne House ... that effect is also
placed on record. The Central Adoption Resource Authority (CARA)
has issued NOC dated 19 November 2019 to the adoption of Ashwini
placed on record. The Central Adoption Resource
Authority (for short "CARA") has also issued a "No Objection
Certificate" dated 19 November ... same is
different from the address which was informed to CARA.

alongwith the co-petitioners Mr.Subramaniam Krishnamurthi ... objection certificate dated 30 August
2019 issued by Central Adoption Resource Authority (CARA), New
Delhi, permitting adoption as per the Adoption Regulations
mail dated 28 June 2019 addressed by the
petitioner to CARA which reads thus:-

this email was received from CARA. I have been formally appraised of the
