September, 1996, no disciplinary proceeding was pending against the petitioner; penalty of censure imposed on the petitioner on the alleged ground that he misbehaved with ... dated 10-4-1989. The official respondents also putforth the penalty of censure imposed on the petitioner as a justification to deny promotion
dated 23-1-1999 and awarded punishment of censure in proceedings C No. A7/9/99, dated 1-10-1999.
........You reported sick ... undergo the required training. He had been imposed a punishment of censure for gross misconduct and absence from training unauthorisedly. He even did not show
writ application whereby the petitioner had been awarded a punishment of 'Censure'.
2. The fact of the matter lies in a very narrow ... recommendations were made that the petitioner be imposted the punishment of 'censure'. Pursuant to the aforementioned recommendations, the petitioner was communicated with
year 1981 the said proceeding was terminated wherein an order of censure was passed against the petitioner ; and in that view of the matter ... further submitted that in any event the fact that the petitioner was censured in an enquiry held under the provision of the Bihar Lokayukta
somewhat open-textured and flexible which has been the cause of judicial
censure of the doctrine and has been seen by the courts as being
occasion also, he was found guilty for misbehaviour
wherefor, he had been censured. He was thereafter allowed to join his
duties. The Appellant, however, despite ... conclusion of the enquiry he was inflicted upon the
penalty of "Censure" by the Disciplinary Authority
considering that he suffered mental agony
regular in future.
However, he was found guilty and a punishment of censure was imposed.
5. Yet again, on his remaining absent for the period
from 21.07.1995. Owing to certain acts of
misconduct, the Appellant had been censured and warned. The Appellant
was asked to hand over
other
act of misconduct, shall be liable to the following
penalties :
(a) censure;
(b) delay or stoppage of increments or promotion including
stoppage
other punishments
enumerated under para 22(v) are "warning or
censure or adverse remark being entered, or fine,
or stoppage of increments/reduction
