conduct an enquiry into the allegations of misconduct of the
management against the workman vide its charge sheet against him, as
abovesaid ... enquiry conducted into the
allegations/charges of misconduct against the workman vide the charge
sheet Ex.WW1/2 was not fulfilled and that there
respondent on 5th August,
1985 with the statement of imputations of misconduct:

appellants it appears, was accused in the charge-sheet of
four different acts of misconducts:-
1. Participating in an illegal ... alleged in the charge-
sheet. This is really a misreading of the charge-sheet.
Against this appellant four acts of misconduct were alleged
held. Now the charge-sheet may be examined. The charge-sheet is in two parts. The first part deals with the misconduct when the petitioner ... authority issuing charge-sheet to clearly set forth the circumstances appearing against the delinquent. punitive in character. It was the direct result of the charge-sheet alleging misconduct on the part of the petitioner.

15. The petitioner, however, submits that as the charge-sheet for misconduct was issued against him, therefore, the regular domestic enquiry should have
