On 28.02.2008 the complainant received a letter from OP no.1 that the
meter was checked ... filed written
statement stating that the Meter Reader pointed out any irregularity in the
meter during the checking. However, the complainant moved an
application
slowness of the meter, the connections of the meter and CT were
checked by breaking the MCB, CTC and MTC seals of the meter ... meter with parallel
meter i.e. ERS meter and found the difference of consumption of both the
meter as 49.1%, meaning thereby that the meter
meter bearing no.880990 was installed at
00003 reading. The meter was Electro Magnetic of five digits. The meter
Reader while checking the reading noted ... reading of the meter the meter
reader took the reading considering the meter as four figures due to this
error meter reader had not recorded
Singh issued notice bearing No.1600 dated 8.12.08 alleging that
meter was checked at ME Lab, Mandi Gobindgarh and mentioned that the

bills arbitrarily on average consumption basis ... even contested the claim of the
complainant that his meter was checked by the JE wherein it was
found that the meter was not giving
RERC (Metering Regulation, 2007),
the metering of open access consumers is to be done by way of
interface meters of which minimum acceptable specification provided ... Metering
Regulation, 2007) provides as under:-
