existing factors, whereas, the circle rates are always older in point of
time. The circle rates are prescribed ... valuation as per circle
rate, there exists a presumption that the circle rate would be the basis
to determine the valuation for the purpose
Officer instead of
referring the same to the DVO adopted the circle rate valuation and made
addition which is not correct.
