learned counsel for the petitioner is based on para

19 of the judgment of the Supreme Court in the case
of Kapra Mazdoor Ekta Union (supra). A plain
reading of the said para makes it crystal clear that
procedural review and review on merits are two
different facets. Review on merits is permissible only
if court or quasi judicial authority is vested with the
power of review by expressed provision or by
necessary implication.
