10. Respondent relied upon the following judgments: (A) Durga Devi vs.
S. Kumar 46(1992) DLT 356 - ARC has also to see whether in a particular case,
when service is not effected personally either on the tenant or his duly authorised
agent, and there is report of refusal, he should direct service by publication.
