That apart, the learned Single Judge has proceeded to deal with all the
judgments cited by the learned advocate representing the writ petitioner
including the judgments rendered by the Hon‟ble Supreme Court in the case of
Munna Lal v. Union of India & Ors, reported in (2010) 15 SCC 399 and
Narendra Dutta Rai v. Union of India, reported in 2018 SCC Online Cal
8613. That apart, the learned Single Judge also considered the judgment of the
Calcutta High Court dated 22nd June, 2018. The learned Single Judge proceeded
to distinguish all the judgments cited by the learned advocate for the petitioner.
