17. In eviction petition, necessary parties are always the landlord and the
tenant. It is a dispute inter se them. Ordinarily, a third person, who is neither a landlord
or a tenant, would not be impleaded as a party. (see Jaswinder Singh And Anr. vs
Lakhbir Singh Walia And Anr. :(2000) 124 PLR 556).
