30. At this stage, we may point out that a Division Bench of Indore Bench of
this Court in Writ Appeal No.367/2015 (Sandeep Pandey vs. State of M.P. and
others) decided on 17.12.2015 distinguished Mehar Singh's case (supra) on the
ground that - that was a case dealing with Standing Orders issued by Delhi
Administration whereas in Madhya Pradesh, the Regulation 54 of the M.P.
Police Regulations contemplates that a person seeking appointment to the post
of Constable should bear good moral character. Whether a person bears good
moral character has to be adjudged by the Inspector General of Police.
