cited by the learned counsel for the petitioner, the inordinate delay in
issuing charge memo was held to be bad and the impugned charges were quashed
by following the Judgment of the Hon'ble Supreme Court in P.V.Mahadevan vs.
MD. T.N. Housing Board, reported in (2005) 6 SCC 636 as the initiation of the
departmental proceedings belatedly prejudiced the petitioner.
