24. The Hon'ble Division Bench, in the case of
B.S.Kallappa and K.C.Yogesh (supra) has already held
that Sections 4 and 11 impart overriding effect to the
PTCL Act over all other enactments. Section 11
clearly provides that the provisions of the Act shall
have effect 'notwithstanding anything inconsistent
therewith contained in any other law for the time
being in force' or any custom, usage or contract or
any decree or order of a court, tribunal or other
authority. That being so, it is clear that the Land
Tribunal had no authority to confer occupancy rights
in favour of the respondents in respect of lands
granted to the petitioners who belong to the
Scheduled Caste community. Challenge raised to

such orders of the Land Tribunal have been upheld by
this Court and such orders have been quashed and set
aside.
