Nos.36 and 39 of the judgment, to contend that whether to give one more
opportunity or to reject the bid lies within the sole purview of the Tender
Evaluation Committee and the Court cannot substitute its own reasons and
that the Court cannot come into the merits of the decision, but it is only the
decision making process alone which can be looked into.
