"So far as the first contention is concerned it is true that as has been laid down in 1959 All LJ 864: (AIR 1960 All 366) the general rule is that two or more persons cannot join in a single petition as petitioners, but before that rule can be strictly applied to any case the facts of that particular case will have to be taken into account.
