Hon'ble Delhi High Court in Democratic Builders v. Union of India, AIR (1993) Delhi 132 held that where the petitioner moved an application for condonation of delay along with an affidavit sworn by Executive Engineer of its Department. However, close scrutiny of affidavit reveals that no reasons whatsoever was mentioned therein as to why the objections could not be preferred within the statutory period from service of notice.

(8) A similar view has been taken by the Hon'ble Delhi High Court
in the case of M/s Democratic Builders Vs. Union of India, reported
in AIR 1993 Delhi 132 wherein the Hon'ble Court observed that:
