Kumar Yadav (supra), the court interpreted the Division Bench order
of this court in Ram Kumar Gijroya (DB) as creating a distinction
between cases where cut-off dates are prescribed and those where they
are not and confined the mandate of Pushpa (supra) to the latter
category only. In the said case, the petitioners had submitted a
defective OBC certificate alongwith their application, but later
submitted a corrected OBC certificate after the cut-off date. In such
factual matrix, the Division Bench found the subsequent submission to
