9. Even otherwise it is settled law that fixation of pay is a continuous
cause of action. To buttress this contention, learned counsel for the
applicants placed reliance on the decision rendered in the case of
MLR Gupta Vs. Union of India & Ors [1995 Scale (5) 29], the Hon'ble
Supreme Court has held as under :
