So also in the ease of Naib Transport (Private) Ltd. v. Regional Transport Authority, Calcutta Region, 65 Cal WN 1179, the same learned Judge held that an order nationalising a bus route whereby a route was taken over by the State Transport was bad inasmuch as the rules of business have not been complied with. It was held in this case that there was no formal order duly signed by Mr. Taluqdar, the officer empowered to sign, even though it was proved that the draft order was approved by him. In other words, there was no formal order in existence. As observed at p. 1198:
