The State of Bihar & Ors) and its analogues cases, the impugned order contained in Memo No. 3137 dated 14.11.2012 is here by set aside and the consequential order contained in Letter No, 1339 dated 21.12.2012 issued under the signature of the Executive Engineer, Water Road Division, Muzaffarpur is also set aside.
