CIC/AD/A/X/2009/000121 Sh. Balendra Kumar Vs Ministry of External Affairs dated 14.09.2009, the
observations of which has been concurred with by the High Court of Delhi in W.C. (C) 120/2010 Union

of India vs. Balendra Kumar in its order dated 29.09.2010 inter alia stating that the information on the
expenditure of government money by a government official in an official capacity cannot be termed as
personal information.
