27. Placing reliance on the Judgement of this Court in Amrutappa
and Ors. v. Union of India and Ors., 2014 SCC Online Del 1297, he
submits that it is a settled principle that courts do not frame policies
with respect to financial packages of employees and it is the
government which knows its purse and consequently determines pay
and promotion policies, and unless the policy is clearly malafide or
arbitrary or is otherwise arbitrary or discriminatory, interference with
the policy decision is not warranted.
