10. Reference may also be had to the judgment of the Karnataka High
Court in the case of State Public Information Officer & Deputy Registrar,
Karnataka vs. N. Anbarasm, AIR 2010 Kar 64. This was a case in which
the petitioner therein filed an application under the RTI Act seeking some
guidelines and other details regarding pending matters. In those facts, the
Karnataka High Court held as follows:-
