42. It is trite that reasons for impounding and refusal of issuance

of passport have to be communicated to the applicant. The law is
settled in this respect as was so held by this court in the judgment
reported at 1997 (41) DRJ 108 Hajra Iqbal Memon v. Union of
India. What to comment on the communication of such an order to
the petitioners, the Union of India could not even place such a
communication before this court, despite repeated court directions
in this regard.
