10.2 In Delhi Development Authority v. Rajendra Singh
(supra), the court reiterated that the delay rules apply to PILs
also and if there is no proper explanation for the delay, PILs
are liable to be summarily dismissed on account of delay. The
court observed that in the case on hand, it was not in dispute
that both the petitioners though claiming that they are very
much conversant with environment and ecology, approached
the High Court only in the middle of 2007 and hence, on the
ground of delay and laches, the writ petitions were liable to be
dismissed.
