[17] This proposition finds further force from the decision of the Apex
Court in case of Nagar Ayukt Nagar Nigam, Kanpur (Supra) which has also
been relied upon by the learned writ court and the Appellate Court in case of
Samir Kumar Ghosh Vs. Agartala Municipal Corporation (supra).
