Dr. T. Viswarupachari reported in 2015(2) CPR 497 wherein
National Commission has held that Private Hospital never treats
patients without taking money and the receipt is issued by private

hospital, which was not on the record. This authority is again
distinguishable from the peculiar facts of the case, because a
poor illiterate farmer is involved in this case, who is oblivious of all
these marketing practices. We, thus, endorse the finding of
District Forum that relationship of purchase and seller between
complainant and OP No.1 is proved in this case, because non-
issuance of bill also amounts to unfair trade practice. We rely
upon the affidavit of complainant and the estimate bill in this
regard.
